Αποτελεσματική συμμετοχή των πολιτών σημαίνει να μπορούμε να διαμορφώνουμε αποφάσεις που επηρεάζουν τη ζωή μας. Αυτή η ικανότητα, ωστόσο, δεν είναι δεδομένη: πρέπει να αναπτυχθεί και να μετατραπεί σε δράση. Το Heart Point of Civic Intervention αποτελεί χώρο αστικής παρέμβασης, όπου οι συλλογικές ανάγκες, οι προβληματισμοί και τα αιτήματα της κοινότητας διατυπώνονται και εκφράζονται δημόσια. Είναι ένας διασυνοριακός κόμβος ακτιβισμού και οργάνωσης, όπου σχεδιάζονται δημόσιες δράσεις και εκστρατείες για σοβαρά ζητήματα, ενώ αναπτύσσονται και δοκιμάζονται συλλογικές ικανότητες, καθώς και ατομικές δεξιότητες.
